To get a copy of the Tcl sources used in OS X:

 cvs -d :pserver:anonymous@anoncvs.opensource.apple.com:/cvs/root login

(Use "anonymous" as the password)

 cvs -d :pserver:anonymous@anoncvs.opensource.apple.com:/cvs/root co tcl
