Write Tcl Web Application similar to Flint (see reference below).

An alternative would be to extend Fossil itself to have the necessary functionality. In that case the language would be C, not Tcl.

http://chiselapp.com/user/james/repository/flint/index is a PHP web application to host fossil repositories. It is the engine behind chiselapp, which will shutdown at the beginning of May.
